Safi likens it to a poor man?s funeral, where the book might be wrapped in a shroud before being placed in the ground and mourned.

Burning the Quran, however, is also an accepted practice.

?People often ask, ?if it?s OK for Muslims to burn the Quran, then why isn?t it OK for the US military to do it??? Safi says. ?That?s where the question of symbolism is important.?

Some say erasing the names of God and his messengers prior to burning the Quran makes it acceptable, but Safi says it?s even simpler than that. It comes down to context: Burning the text in a dumpster with trash on a US military base feels less respectful than treating the disposal with reverence in a burial or sacred burning.?

Safi finds one analogy particularly helpful: The Quran is to Islam as Jesus is to Christianity. ?In an Islamic universe ... the word becomes not a person, but a book,? he says. ?For a Muslim to see the Quran burnt not as a way of burial, it would look and feel like someone burning Jesus, or a crucifix.?

A pet project: Dogs help troops ease into therapy

VILSECK, Germany ? In a hallway where the thud of Army boots is the common sound, the padded paws of a small black dog were barely audible.

Cash, a 3-year-old Maltipoo with a red bandana around his neck, was on the job at the Warrior Transition Unit, trotting from door to door and poking his nose into each room. Cash?s role at the WTU is simple, setting people at ease in a building where tensions occasionally run high.

Certified by a new Red Cross program, he?s one of three dogs placed in outpatient settings in the Kaiserslautern and Grafenw?hr communities last year in an effort to soothe the discomfort that surrounds medical and counseling appointments.

Advocates increasingly see a role for dogs beyond hospitals and combat zones and within the garrisons that more soldiers will likely call home in the coming years.

?This is to help soldiers, kids, whoever, with the stress of deployment while their parents are away, with recovery from deployment,? said Mark Hooper, director of Grafenw?hr?s Red Cross, which placed Cash and another dog on post last year and hopes to place more in the future.

The benefits have been visible in Europe since 2000, when the Landstuhl Red Cross began asking volunteers to bring their pets to visit patients at Landstuhl Regional Medical Center. Raffaella Burris, a volunteer with the program since 2003 and its current chairwoman, said servicemembers opened up when they saw their four-legged visitors.

?They would recall their own pets,? she said. ?You would break the ice talking about their pets. The majority have dogs or cats. You start a very relaxing conversation .?.?. and they just open up and talk.?

Animals provide a window to reach soldiers who find therapy foreign and pets comforting, said Dr. Carol Haertlein Sells, an occupational therapist with the University of Wisconsin-Milwaukee and a former researcher at Brooke Army Medical Center.

?You have 45 minutes with a patient, and you may spend the first 20 minutes getting them comfortable, establishing that rapport,? Sells said. ?The dog helps facilitate that, opening up communication.?

The Army recognized the potential in late 2007, when it began deploying occupational therapists with dogs as part of Combat Stress Control teams, roving groups of mental health experts sent to combat areas. Capt. Cecilia Najera was one of the first handlers, deploying to Iraq in 2008 to work with a Labrador retriever.

?It made us a little more approachable,? said Najera, who now works at Brooke Army Medical Center in San Antonio. ?People were more likely to talk to us than turn away from us. When you say you?re from mental health, no one wants to talk to you. The dog actually started conversations.?

In Vilseck, part of the Grafenw?hr community, WTU social worker Wendy DeVault had a similar thought when she approached Hooper last summer and asked to bring a certified dog into her office, where she often counsels soldiers. Hooper thought it was a good idea, and, lacking a certification program, turned to Landstuhl as a model.

Today, the dogs certified in Grafenw?hr must meet a checklist of requirements, including registration on post and current vaccinations. They must also pass an American Kennel Club test that measures temperament and training. Each dog?s owner is its handler, and each is responsible for the costs and time that come with caring for the dog.

By September, Hooper?s program had certified two dogs, both placed in Rose Barracks. Cash now comes to work daily with DeVault. Lucy, a 6-year-old golden retriever owned by retired teacher Richard Wiebe, greets morning visitors in the Traumatic Brain Injury Clinic waiting room.

Cash quickly became popular in the unit, DeVault said. At a forum the garrison held for WTU soldiers last year, one soldier held and stroked the dog as he listened to speakers.

?It?s kind of amazing,? DeVault remarked. ?You can see someone who?s angry and maybe had a bad day and then this little black dog jumps up in his lap, and it kind of changes the atmosphere.?

Wiebe and Lucy were originally asked to visit the TBI clinic twice a week, he said; they now visit daily. Officials at the clinic declined to speak about Lucy?s role for this article and did not allow a reporter to speak with patients. Wiebe said his experience has been a positive one.

?A couple of the soldiers will come over and they?ll sit right down on the floor with her like a kid,? he said. ?I talked with a couple of them and they told me it calms them down.?

Randy Click, a coordinator with the Grafenw?hr program, said he?s optimistic about getting the dogs into other buildings on post, including the local Behavioral Health clinic, where doctors counsel soldiers, family members and children. Brian Olden, chief of behavioral health for Bavaria Medical Department Activity, said he?d like the agency to consider the concept.

Research on the use of animals with servicemembers remains slim, said Sells, and the Army is looking for data to justify programs. Najera, too, said the deployment of dogs with occupational therapists, though ongoing, remains a pilot program. The dogs are owned by the Army, she noted, meaning the service pays for care, training and deployment.

It?s a different story in Kaiserslautern, where social worker Azra Surhio pays the bills and handles training for her puppy, Elsie, an 8-month old black-and-brown Swiss Appenzeller she recently brought into her office with the approval of the local WTU commander.

Surhio said having a dog for her practice was a longtime goal, and one she researched thoroughly. Certification through the Landstuhl Red Cross is a goal for later this year, once Elsie is better trained, she said. The dog has adapted quickly to her new role, says Surhio, who believes Elsie can sense emotions.

?She walks up to the soldiers and she can tell if they?re interested in her or not,? she said. ?If they are, she?s right there to be petted and be all friendly. And if she can tell that the soldier isn?t interested in her, she just goes away and she just lays down.?

On a recent weekday, three soldiers in Surhio?s unit stopped by to see her and Elsie. Each lingered to play with the dog.

Spc. Devin Stout gave her a good scratch. Spc. Ashley Adkins allowed herself to be licked in the face. Maj. Mark Johnson played Elsie a song on his guitar.

?When I?m in there talking to Azra, it feels more like a home setting,? Stout said. ?I can feel more relaxed. There?s an animal there, and she just makes me feel more at home.?

CHICAGO -- Carlos Boozer scored 20 points, Derrick Rose and Luol Deng each added 16, and the Chicago Bulls beat the Milwaukee Bucks 110-91 on Wednesday night.

Everybody has the right to tell you no or yes, but you always have the right to ask.? When it comes to creating healthy boundaries, no other statement rings as true. You have the right to say no to anyone or anything. You have the right to turn down a request, a favor, an extra project at work, a last-minute, rushed babysitting request from a sibling who only calls you when he/she needs something. You are not an ATM that someone can enter in a code and get back a return at will. You are a human being with rights, responsibilities and interests all your own. You have the right to make your life and your family your priority.

Even knowing this doesn?t seem to keep people in a zone to powerfully and clearly say ?No? to demanding people. Demanding people are a unique breed. On the outside, they seem confident, poised, focused and able to get anything and everything they want. But pay closer attention to the tactics used to get what they want and what you?ll find is that demanding people are some of the most insecure, low self-esteem people you will ever meet. Any time you have to pout, whine, yell or demand to get your needs met, what you?re clearly showing is this: you don?t feel worthy enough to get what you need without the seemingly added advantage of anger, control and fear.

Demanding people will sap your energy, waste your time, and cause you to feel used, abused, and unfulfilled. Say no to that type of treatment. No matter who the demanding person is (family, friend, co-worker, parent, sibling, boss, spouse), it?s time you stand up for yourself. The next time a demanding person attempts to overpower your no by convincing you to say yes, here are five phrases you need to respond with if you are to create a clear and strong boundary line with that person:

1) My answer is no and that?s final (and then walk away, hang up the phone, or change the subject).

2) I?ve made major commitments to other people so I?m not available to help you with that. What other options can you now use? With this phrase, you turn the situation back to the person who owns the issue: the demander.

3) I won?t do that and I won?t explain so don?t ask for an explanation. Again, it?s about setting a clear boundary concisely and then holding to it. Be careful not to get caught up in the defending-explaining-justifying syndrome where you spend fifteen to twenty minutes talking about why you?re saying no. That clearly tells the demanding person that you don?t trust your own judgment. Moreover, it confirms to them that you can be convinced otherwise.

4) I notice that you can get very demanding when you don?t get what you want. Unfortunately, my answer is firm so any more talk about it will be wasting both of our time. This is a harsh way to say no but harshness is sometimes necessary for someone who doesn?t take no for an answer. Say this like you mean it and that person will get the message.

5) You?re really good at expecting people to drop everything they?re doing to accommodate you and I?ve bought into that for a long time. But that time is over. My needs are as important to me as your needs are to you and since those have to come first, my answer is no. This statement really addresses past behavior and spells out clearly that while you may have been a people-pleaser before, it is something you are now choosing to no longer do. When you say this statement, you better mean it.

At the end of the day, it?s not simply what you say but HOW you say it. Demanding people use their tone of voice, body language, and their words to push their agendas on other people. If you?re going to be a person who can set a firm boundary with someone who?s demanding, you?ll need to command the strength, clarity, and definiteness of purpose that it takes to concisely, completely and firmly state the truth. It?s not about people liking you or needing you. At the end of the day, if you don?t say yes to a demander, he or she will find someone who will. Do not be deceived by excuses, pleas or threats. You have the right to say no. Exercise that right.

Study confirms that flood insurance program needs reform, p. 1 ...

President Obama reauthorized the National Flood Insurance Program in January, for what seems to be the hundredth time in recent years. In Congress, a long-term NFIP reauthorization bill passed by the House last summer languishes in the Senate, in spite of the efforts of a bipartisan group of senators. The 41 lawmakers recently sent a letter to Senate leadership urging them to make the insurance program a priority.

One issue that holds up both reform and long-term reauthorization is that flood insurance is not as important in some states as it is in Florida and other Gulf Coast states. In less flood-prone regions, insureds find themselves paying premiums for insurance they seldom need. For private insurance companies, the premiums aren't nearly high enough to cover what they pay out in claims. It's a lose-lose situation.

Researchers at the Wharton Risk Management and Decision Processes Center reviewed claims data from 2011 and confirmed early predictions: Last year's natural disasters broke records by racking up $350 billion in claims worldwide. As far as NFIP is concerned, hurricanes and floods in the U.S. accounted for two-thirds of the almost 100 declarations of disaster by President Obama.

All of this just piles on to NFIP's $17.8 billion debt load. The program has carried most of that debt since the 2005 and 2008 hurricane seasons -- the same seasons that prompted more private insurers to exit flood-prone states.

The obvious answer to NFIP's problems would be to lure private insurance companies back into the market. The study suggests it's possible.

Industrial production improves

Wednesday, the Federal Reserve released their monthly read of industrial production and capacity utilization showing a pullback with total industrial production increased 0.3% from December and rising 3.35% above the level seen in January 2011.

Capacity utilization declined 0.06% from December climbing just 2.16% above the level seen in January of 2011 to stand at 78.55%

It's important to recognize that though the "recovery" is well over two years old, both industrial production and capacity utilization are notably below the peaks set in late 2007.

Three New York University faculty have been awarded fellowships from the Alfred P. Sloan Foundation: Robert Froemke, an assistant professor in the Departments of Otolaryngology, Physiology, and Neuroscience at NYU Langone Medical Center; Pierre Germain, an assistant professor at the Courant Institute of Mathematical Sciences; and Virgiliu Midrigan, an assistant professor in the Department of Economics.

The fellowships are given to early-career scientists and scholars "whose achievements and potential identify them as rising starsthe next generation of scientific leaders," the Sloan Foundation said in announcing this year's fellows.

"Today's Sloan Research Fellows are tomorrow's Nobel Prize winners," said Paul Joskow, president of the Sloan Foundation. "These outstanding men and women are responsible for some of the most exciting science being done today. The Foundation is proud to support them during this pivotal stage of their careers."

Fellows receive $50,000, over a two-year period, to further their research.

Froemke studies neuroplasticity: how experiences change the brain and how these changes in neural networks then affect behavior. Experiments performed by Froemke and his staff aim to reveal how individual synapses are changed by alterations in the patterns of neural activity, neurochemical signaling, and sensory experience. By a combination of electrical recordings from single nerve cells, computational analysis, and behavioral experiments, Froemke's research seeks to discover basic principles and quantitative rules by which neural circuits and synapses develop during childhood and are reorganized in adults, triggered by arousal, reward, and social contact.

Germain studies nonlinear dispersive equations, which describe a wealth of physical phenomena, from quantum mechanics to general relativity to fluid mechanics. Germain's recent work has focused on waves at the surface of the ocean. His research provides tools to understand their behavior over long periods of time, which aids in our understanding of tsunamis, among other phenomena.

Midrigan studies the implications of price rigidities for the conduct of monetary policy and business cycle fluctuations, the sources of movements in international relative prices, the determinants of the large cross-country differences in output and productivity, as well as the welfare gains from international trade.

Historically awarded in seven scientific fieldschemistry, computer science, economics, mathematics, evolutionary and computational molecular biology, neuroscience, and physicsthe fellowships were expanded this year to include awards to eight young researchers working in the ocean sciences.

At 5.8 by 3.3 by .4" (HWD) it's slender and beautiful, with a gorgeously sharp, 5.3-inch, 1280-by-800 Super AMOLED screen showing colors so deep you can fall into them. There's an 8-megapixel camera on the back and a 2-megapixel unit on the front, as well as standard MicroUSB and 3.5-mm headset jacks. A memory card slips into a slot under the back panel.

The phone is slim and light. It's just way too wide. While I can grip the Galaxy Note safely in one hand, it doesn't leave any leeway for my fingers to actually move around the touch screen. For most people, it will be totally impossible to use this phone one-handed. I've been trying to do so and failing miserably. Most notably, I can't reach the critical "back" button with my thumb when cradling the phone in one hand. I couldn't even answer a phone call with one hand.

On the other hand (literally), I gave the Galaxy Note to Jeff Wilson, who has the largest hands in the office,?and he loved it. So for guys with hands like baseball mitts, this appears to be just the right size.

The Galaxy Note is a fine phone, although it's a bit odd to hold up to your head. I was concerned that the microphone would be so far away from my face, it would cause problems with background noise, but that isn't an issue because of Samsung's aggressive noise cancellation technology. Reception was decent. Sound quality through the earpiece is excellent; voice tones are wonderfully warm, with perfect volume. The speakerphone is loud enough to use outdoors. Transmissions through the mic, altered by the noise-cancellation software, sounded a bit computery, and the noise cancellation didn't knock out all of the background noise from a passing bus.

The Galaxy Note hooked up without trouble to our Jawbone Era ($129, 4.5 stars) Bluetooth headset for both voice calls and multimedia sound, including triggering the relatively accurate voice dialing.

The Galaxy Note works on AT&T's 4G LTE network as well as both AT&T's and international HSPA+ 21 networks. I got perfectly fine LTE speeds of about 10Mbps down and 4Mbps up. AT&T's 4G network isn't available across the country?it currently covers 23 metro areas?but you shouldn't be disappointed with HSPA+ 21 either. The Note connects to Wi-Fi 802.11b/g/n, including automatically sniffing out and hooking up to AT&T's paid Wi-Fi hotspot network. The Galaxy Note works as a tethered modem or Wi-fi hotspot with the appropriate plan.

I got 8 hours, 30 minutes of talk time on the gigantic 2500 mAh battery. That feels low, although it's long enough to not factor into your buying choices. I'll retest the phone over the next few days.?

Taking Notes on the Note
The Galaxy Note is just about the size of a Moleskine notebook, and note-taking is one of its premier features. The Note comes with a little plastic stylus called the S Pen, which tucks into a slot in the bottom. Using the S Pen, you can draw or take notes in Samsung's S Note app, Autodesk's Sketchbook Mobile, or anywhere else you choose. The S Pen also enables a few tricks?for instance, taking snapshots of Web pages and doodling on them.

Using the S Pen is a little awkward, though, because it's so short and skinny. I found it difficult to use without touching the screen with the side of my hand, which disrupted the input. Things got easier when I put the S Pen in the larger S Pen Holder ($59.99), which gave my hand some more distance from the screen.

This isn't an ordinary capacitive stylus. It's based on Wacom technology, and it's both more precise than a regular stylus and pressure-sensitive, at least in the S Note app. I couldn't find any other apps, including Sketchbook Mobile and Evernote's Skitch, that properly took advantage of the pressure sensitivity.

And a lot is lost when you're translating from pen to touchscreen. I've spent years taking notes without looking, and the Note's S Pen stylus lacks the tactile bite of pen on paper that helps to guide my hand. Digital ink is just a little bit annoyingly slower than regular ink, too. It's "Why I Hate Touch Screens," all over again. You can take notes with it, certainly, but it's an inferior experience to using a regular pen.

What's the advantage of S-Pen over just-plain-pen? Electronic notes are captured and filed, and can be shared easily. You can annotate Web pages or other things you see on the screen. A stylus is also good for artists, as it can pretend to be different brushes and such.

But for note-taking, a LiveScribe Echo pen ($99, 4 stars) with a paper notebook is far superior. You get the tactile response of physical paper with the filing ability of digital notes, along with synced audio notes. And for drawing, the Galaxy Note is a bit small.?

Implanted microchip that releases medications on command tested in people

VANCOUVER ? An implanted microchip that releases medication on command from wireless signals has been demonstrated in people for the first time using a drug for osteoporosis.

This tiny device, implanted under the skin, could be useful in treating many diseases that require taking medication regularly, scientists reported February 16 at the annual meeting of the American Association for the Advancement of Science.

?This opens up profound possibilities for improving the treatment of patients and the potential of telemedicine,? said Robert Farra, president of MicroCHIPS Inc., the company that funded and conducted part of the study. A paper describing the results was also published online February 16 in Science Translational Medicine by collaborators from MicroCHIPS, MIT, Harvard and Case Western University.

The idea behind a microchip that could release chemicals in the body at precise times was first developed by MIT scientists over a decade ago. But researchers needed to make sure that medications were well stored in the device. Also, the immune system tends to create a barrier of collagen around implanted devices, which could make it difficult for the drug to make it into the bloodstream.

In the new study, a device with individual doses of the drug teriparatide sealed inside was implanted under the waistline in eight women with osteoporosis. When the device?s microprocessor receives a wireless signal, a current runs through the microchip, breaking open the metal layers that contain a single dose of the drug.

About two months after the device was implanted ? and after the immune system?s protective barrier had formed ? wireless signals programmed the device to release daily doses of teriparatide. The drug, which increases bone mass, is usually given by injection.

Based on blood tests, the doses from the device appeared to bump up levels of a molecule called P1NP, which indicates bone building ? evidence that teriparatide released from the microchip works as it should.

Still, there are technical limitations with this device. James Watson, a researcher in Bioengineering at University of California, San Diego, said that the consistency of the devices is a concern. One device didn?t release any medication in one of the original patients.

No side effects appeared in any of the study participants, Farra said. What?s more, many patients said they weren?t bothered by the device or had, in fact, forgotten about it.
